Water Source Design
Things get more interesting in a water source design for multi-story office buildings. Here you are now thinking about boiler heat injection, chiller, cooling tower, heat pumps, fan coils, etc. Even in a water source design some air handler is going to be present for fresh air exchange.

Boiler/ Cooling Tower/ Pumps
In this design the central water/ glycol loop will be maintained to two set points. One of which will be a summer time set point and will be what the Cooling tower uses as a set point. Then there will be a winter time set point that the boiler enable and heat injection use.

Terminal Units - Heat Pumps/ Fan Coils
Depending on the design you may find water source heat pumps or fan coils being used at the terminal end for zone conditioning. Regardless of what the terminal end all you will need is a Smart Stat and potentially a valve depending on the application.

Heat Pumps - Comes standard with an airflow sensor.
Fan Coil Unit (FCU) - Comes standard with airflow and pipe strap temp sensors. Valve actuator is sold separately. The actuator must be a 24VAC, N/C, On/ Off type.
